Hydrom

Hydrogen Oman (Hydrom) was established by government directive in 2022 to accelerate the development of the green hydrogen sector in Oman. A fully owned, autonomous subsidiary of Energy Development Oman and regulated by the Ministry of Energy and Minerals, Hydrom plans to leverage Oman’s location and abundant solar and wind resources to produce green hydrogen and support the government’s drive to reduce its carbon footprint, in line with Oman Vision 2040 and its goal of reaching net zero emissions by 2050.

Mission: to position Oman as a leading global green hydrogen hub both in terms of production and exports and to develop the sector in the country by enabling the delivery of projects competitively and at scale

Scope: to master plan the sector, delineating government-owned land areas, structuring large-scale green hydrogen projects, managing the bidding process for their allocation to developers, co-ordinating the offtake between investors, overseeing their execution and facilitating the development of common infrastructures, connected ecosystem industries and hubs

Following its establishment in October 2022, Hydrom launched the first bid round offering 47-year land concessions (including seven years for development and construction and 40 years of operation) as one of the key incentives to attract investors and developers, with each block of land covering an area of around 320 square kilometres in the Al Wusta governorate.

In June 2023, Hydrom inked several deals and agreements:

  • With OQ Gas Network to foster co-operation in the advancement of green hydrogen pipeline infrastructure
  • With Amnah, Green Energy Oman and BP Oman for an investment in three projects expected to exceed USD 20 billion, thus awarding the first green hydrogen blocks and projects in Oman
  • With the POSCO-Engie consortium and Hyport Duqm for two projects with a total investment of more than USD 10 billion

Since then, the company has gone on to hold Oman’s second green hydrogen bid round, which took place over the second half of 2023.
