Exploration round opens in Newfoundland and Labrador
Canada ST. JOHN'S, June 4, 2026 – The Canada–Newfoundland and Labrador Offshore Energy Regulator (C‑NLOER) has launched two calls for bids covering more than 36,000 square kilometres offshore Newfoundland and Labrador, the regulator said on Tuesday.
The NL26-CFB01 and NL26-CFB02 bid rounds cover 13 and three parcels, respectively, in eastern and southeastern Newfoundland. All parcels are located on land that has been offered previously. Companies have until November 4, 2026, to submit bids.
C-NLOER has set a minimum bid requirement of CAD 10 million (USD 7.2 million) for the parcels, and the sole allocation criterion will be the total committed spend towards exploration during the first six years of the nine-year licence periods.
The regulator said a new requirement will oblige prospective bidders to engage confidentially with the provincial government regarding its Offshore Exploration Fund. Any exploration licences awarded in early 2027 will require approval from both the federal government and the Newfoundland and Labrador government.
The C-NLOER oversees offshore oil and gas and offshore renewable energy activities in the Canada-Newfoundland and Labrador Offshore Area. The regulator is responsible for safety, environmental protection, resource management and land tenure administration while supporting the development of offshore energy resources.
