TotalEnergies wins German offshore wind licence for 1-GW project

EMDEN, June 17, 2025 – TotalEnergies, through North Sea OFW One GmbH, has secured an offshore wind licence in the German North Sea to develop 1-GW of capacity, the company said on Tuesday.
The awarded concession lies 150 kilometres northwest of Heligoland and spans 141 square kilometres. It has been granted by the German Federal Network Agency for 25 years, extendable to 35 years. Located near two other sites co-owned with RWE, the project will benefit from synergies aimed at reducing construction and operational costs.
As part of the licence terms, North Sea OFW One GmbH will pay EUR 18 million to the German federal government in 2026 to support marine conservation and environmentally friendly fishing. An annual payment of EUR 8.1 million will be made for 20 years to the electricity transmission system operator once the project is commissioned.
In response to connection delays announced by German TSOs, TotalEnergies has launched a strategic review of all offshore wind licences obtained since 2023 to evaluate future development options in consultation with authorities.
