MENA Biofuels to launch first SAF testing lab in the UAE with Saybolt
FUJAIRAH, December 10, 2025 – MENA Biofuels has signed an MoU with Saybolt International to establish the UAE’s first testing and certification laboratory for SAF in the UAE, MENA Biofuels announced on Friday.
Located in the Fujairah Oil Industry Zone, the lab will provide independent testing, verification and certification for UAE-produced SAF, supporting both domestic use and exports. Saybolt will provide advanced instrumentation to trace feedstock origin and other SAF characteristics, as well as lifecycle emissions verification.
MENA Biofuels, part of Mercantile & Maritime Group, is developing the UAE’s first commercial SAF production facility in Fujairah, converting waste-based feedstocks such as used cooking oil into low-carbon fuels. The company aims to supply up to 36% of the UAE’s 2030 SAF target.
“The partnership with Saybolt International reinforces our commitment to building a transparent and globally trusted SAF ecosystem. Establishing this laboratory in Fujairah ensures that every litre of SAF produced in the UAE is tested, verified, and certified to the highest international standards,” said MENA Biofuels chairman Mohamed Saeed Al Raqbani.
The MoU with Saybolt follows a series of agreements signed by MENA Biofuels at ADIPEC 2025, including SAF offtake agreements with ADNOC Global Trading, ENOC, Emarat and Evertree.
Saybolt International is the fluid testing division of NYSE-listed Core Laboratories. The company delivers independent testing, inspection and certification services across global energy markets, with a focus on quality assurance and regulatory compliance.
