Kilamba Neto, CEO of KMS, talks to The Energy Year about placing prevention at the centre of effective oil spill containment and how growing awareness and tighter regulations are expanding demand for integrated environmental solutions in Angola.

How does KMS support operators in meeting environmental regulations and managing risk?
KMS positions itself as a comprehensive environmental and emergency response solutions provider focused on oil spill prevention, preparedness and mitigation. Our work begins well before an incident occurs. We support operators by ensuring that the right equipment is available, properly maintained and ready for rapid deployment.
Response time is critical in oil and gas. Even short delays can significantly increase the scale of an environmental impact, the complexity of the response and the operational consequences.
Prevention is our primary objective. Through risk assessments, site evaluations, equipment inspections, maintenance programmes and preparedness planning, we help operators identify vulnerabilities before they become incidents. This proactive approach aligns with international standards and regulatory expectations.
In Angola, companies such as ours are associated with accidents or operational failures, and one of our challenges is to change that perception. We want operators to see KMS not only as a responder in times of crisis, but as a long-term partner in risk management, compliance and operational integrity.
The analogy we often use is that of an insurance policy. Operators hope they will never need to activate an emergency response, but they should be confident that the right systems and expertise are in place if they do. That confidence is what KMS aims to provide.
As regulatory pressure increases and environmental compliance becomes more demanding, acceptance of our services is growing. Operators are recognising that investing in preparedness is a practical way to protect assets, communities, the environment and business continuity.

What has your partnership with manufacturer DESMI contributed to your oil spill response capabilities?
Our partnership with DESMI has been a defining factor in the development of KMS’s oil spill response capabilities. When we began working together, Angola’s oil and gas sector was still strengthening its local content framework and building domestic capabilities. At that time, there was a clear need for reliable local companies that could work alongside international technology providers.
DESMI brought internationally recognised know-how, technical expertise and credibility in oil spill response solutions. The partnership allowed us to combine local execution with proven technologies and global best practices at a time when Angola’s oil spill response and environmental protection services were still underdeveloped, and comprehensive solutions were not widely available. The combination of international capability and local presence is one of KMS’s strongest advantages.
KMS was able to position itself at the forefront of an emerging segment and build a stronger technical foundation and client advisory services. Since then, demand for our services has grown significantly. What was once a niche area is now becoming a much more relevant market, driven by stricter regulatory requirements and increased operator awareness of the importance of environmental protection in the energy industry. We estimate that the market for oil spill response equipment, services, maintenance and preparedness solutions in Angola has grown to approximately USD 53 million, depending on project cycles and operator investment plans.

What technologies do you most often deploy for oil spill management?
Oil spill response requires a structured and proportionate approach. At KMS, we work according to the internationally recognised tiered response model.
Tier 1 incidents are smaller events that can normally be managed by the operator using resources available on location. Tier 2 incidents require a co-ordinated response involving additional resources and, in many cases, co-operation between operators or specialist service providers. Tier 3 incidents are the most severe and may require international support and the involvement of government authorities.
Depending on the scenario, KMS deploys technologies that may include containment booms, skimmers, pumps, power packs, hoses, temporary storage tanks, absorbents and recovery systems. The objective is not only to contain the spill, but also to recover pollutants and minimise the spread of contamination.
Equipment readiness is just as important as equipment availability. For that reason, we emphasise inspection, maintenance, testing, correct storage and operator training. A boom, skimmer or pump is only useful if it is in good condition, properly maintained and supported by personnel who know how to deploy it safely and effectively.
Our approach also considers the preservation and restoration of affected areas. We do not look at oil spill management only from the perspective of containment. We also consider how the affected area can be protected, cleaned and restored. The goal is always to reduce impact, shorten response time and support operators in meeting both regulatory and operational requirements.

Do you see demand for your services growing in the downstream sector?
Yes. Angola’s investment in refining, storage and downstream infrastructure is creating a clear opportunity for KMS. The Cabinda Refinery, the Barra do Dande Oceanic Terminal, and the planned Lobito Refinery show the country’s ambition to expand downstream capacity and strengthen fuel supply chains.
These facilities handle fuels, oils and chemical products with specific risks, handling requirements and environmental considerations. This generates demand for specialised fluid management solutions, pumping systems, spill prevention, safety equipment, environmental assessment and emergency preparedness.
Although KMS has historically been more active in oil spill response and environmental protection in the upstream and industrial sectors, the downstream segment is a natural extension of our capabilities. The risks are different in some respects, but the underlying principles are the same: prevention, preparedness, equipment reliability, operational safety and environmental responsibility.
For KMS, the downstream sector can create demand not only for oil spill response equipment, but also for pumps, fluid handling systems, site assessments, maintenance services, training and environmental management solutions.
Partnerships will again be an important enabler of growth. We have joined forces with Soil Solutions, a company specialised in soil mechanics and analysis, to support environmental impact assessments and remediation strategies for operators of refineries, terminals and associated infrastructure.
As Angola expands its downstream infrastructure, the need for integrated environmental and operational solutions will continue to grow. KMS can support this evolution by combining local knowledge, international partnerships, technical capability and a strong focus on prevention and environmental responsibility.
