An autonomous organisation of the Saudi government, Royal Commission of Jubail is tasked with developing Jubail Industrial City, Saudi Arabia’s largest cluster for petrochemical and energy-intensive industries. The commission has been in charge of the city ever since its construction began in 1976.

The city spans 1,028 kilometres and features some of the largest industrial projects in the world. These include the world’s largest chemical complex, Sadara, which has 26 integrated manufacturing plants and produces 3 million tonnes of products annually, and the SATORP refinery, which has a processing capacity of 460,000 bpd.

Jubail Industrial City already consists of areas J1 and J2. A third area, J3 is currently being planned and will notably include an area of 70 kilometres for solar generation. The city also aims to help the country achieve its net-zero ambitions through other means. By 2027, Jubail plans to have the largest carbon capture and storage project, whose first phase will be capable of capturing up to 9 million tonnes of CO2.

Other major ongoing projects are being developed at J2. Among these are the PlasChem and Amiral projects, which combined represent a total capital expenditure of USD 34 billion. The Amiral project will be integrated into the SATORP refinery to produce 1.65 million tonnes of ethylene per year, along with other advanced chemicals.
