Brazil’s Petrobras to invest $4.8 billion in downstream integration

RIO DE JANEIRO, July 3, 2025 – Petrobras will invest USD 4.8 billion in integrating its Reduc refinery and the Boaventura energy complex in Rio de Janeiro state, the company said on Thursday.

The project will boost S-10 diesel output by 76,000 bpd and increase jet fuel capacity by 20,000 bpd. It also includes a dedicated bio jet fuel plant with 19,000 bpd of HVO and SAF, two gas-fired power plants and a potential lubricant oil re-refining unit.

The company has also completed tests for co-processed SAF at Reduc and plans commercial production of up to 10,000 bpd in the coming months.

Additionally, Petrobras will invest around USD 154 million to build a thermal power plant at Reduc to replace outdated equipment and around USD 430 million in maintenance shutdowns at the refinery between 2025 and 2029. In petrochemicals, studies are underway to produce acetic acid and MEG at Boaventura, while Braskem plans to expand its polyethylene plant capacity by 230,000 tonnes per year with a USD 715-million investment.

Located in Duque de Caxias, Refinaria Duque de Caxias, commonly known as Reduc, is one of Brazil’s largest refineries and produces diesel, jet fuel, lubricants and petrochemical feedstock. It is also at the forefront of decarbonisation efforts, including co-processed SAF and renewable diesel blends, and is undergoing modernisation to enhance energy efficiency and safety standards.

The Boaventura energy complex in Itaboraí comprises processing infrastructure and future power generation assets, including gas-fired plants and renewable fuel production facilities. It supports integration with the natural gas pipeline network and plays a key role in advancing Petrobras’ refining and petrochemicals production capacities.
