Canada’s 12-million-tpy Ksi Lims LNG project clears major hurdle
Canada VANCOUVER, September 17, 2025 – Ksi Lisims LNG has received a key environmental assessment certificate needed to begin building its planned 12-million-tonne-per-year floating LNG export facility off the Canadian coast, Western LNG announced on Tuesday.
Construction could start as early as this year. The project is being developed by the Nisg̱a’a Nation, Rockies LNG and Western LNG.
“This is a significant achievement for Ksi Lisims LNG and a testament to the strength of our innovative development model,” Western LNG president Davis Thames said.
The facility will be located at Wil Milit on Pearse Island, around 15 kilometres west of Gingolx, on land owned in fee simple by the Nisg̱a’a Nation. It will use renewable hydroelectric power and target net-zero emissions by 2030.
Ksi Lisims LNG received a positive assessment from the Nisg̱a’a Nation under its modern treaty, alongside a favourable review by the BC Environmental Assessment Office, which included four years of study by over 20 government and Indigenous authorities.
“This milestone reflects the strength of Indigenous leadership and our commitment to sustainable economic self-determination,” Nisg̱a’a Lisims Government president Eva Clayton said. “This is what Reconciliation looks like.”
Rockies LNG president Charlotte Raggett said the project supports Canada’s ambition to become an “energy superpower,” adding, “Our producers stand ready to seize this unique opportunity.”
Ksi Lisims LNG is a proposed floating LNG liquefaction and export project on the north coast of British Columbia. A joint venture between the Nisg̱a’a Nation, Western LNG and Rockies LNG, the project aims to deliver one of the world’s lowest-emission LNG facilities powered by renewable hydropower. It will be net-zero ready by 2030 and is designed to reduce lifecycle emissions through clean electricity, nature-based offsets and short shipping distances to Asia.
The Nisg̱a’a Nation is a self-governing Indigenous government under a modern treaty with Canada. It holds ownership of the land at Wil Milit and is a full partner in the Ksi Lisims LNG project, which is a core part of its economic development and reconciliation strategy.
Rockies LNG Partners is a consortium of Canadian natural gas producers that together account for more than half of the country’s gas output. It aims to secure international LNG market access for Canadian gas via British Columbia.
Western LNG is a US-based midstream project development firm with offices in Houston, Vancouver and Calgary. The company specialises in LNG, pipelines and infrastructure development across North America.
