TotalEnergies signs four PSCs for offshore Liberia
Liberia MONROVIA, September 17, 2025 – TotalEnergies has signed four production sharing contracts for blocks LB-6, LB-11, LB-17 and LB-29 in offshore Liberia following the country’s 2024 Direct Negotiation Licensing Round, the Liberia Petroleum Regulatory Authority (LPRA) announced on Wednesday.
The contracts mark Liberia’s first upstream agreements in over a decade and will become effective following presidential signature and ratification by the national legislature. The exploration blocks cover approximately 12,700 square kilometres in the southern Liberia Basin and include a firm 3D seismic acquisition in the initial work programme.
“The signing of these PSCs with TotalEnergies ends a decade-long pause on Liberia’s offshore petroleum programme, marks a positive turning point in the country’s energy future and stands as a vote of confidence in the reforms we have undertaken to attract responsible operators,” LPRA director-general Marilyn T. Logan said.
TotalEnergies senior vice-president for exploration Kevin McLachlan said, “Entering these blocks aligns with our strategy of diversifying our exploration portfolio in high-potential new oil-prone basins.”
