Kuwait launches 500-MW solar tender
KUWAIT CITY, May 20, 2025 – The Kuwait Authority for Partnership Projects (KAPP) has invited prequalification applications to develop 500 MW of solar generation capacity for the Al Dibdibah Power and Al Shagaya Renewable Energy (Phase III) Zone 2 projects, local media reported on Monday.
The solar PV project will be developed under a PPP model with a 30-year power purchase agreement with the Ministry of Electricity & Water & Renewable Energy (MEWRE). Prequalification applications will be accepted from May 18, 2025, until July 24, 2025.
The project site is located in Shagayah, Jahra Governorate, about 100 kilometres west of Kuwait City. The prequalified consortia for Zone 1 of the same project were announced in July 2024, with shortlisted groups including ACWA Power, EDF Renewables, JERA, Jinko Power, Masdar and TotalEnergies Renewables.
KAPP is the agency responsible for implementing public-private partnerships in Kuwait. It facilitates private sector investment in infrastructure projects across power generation, water, waste management and transportation.
KAPP and MEWRE are being supported by EY as lead and financial advisor, DLA Piper as legal advisor and DNV as technical and environmental advisor.
