Nambia’s Namcor announces new managing director
WINDHOEK, March 31, 2025 – Namibia’s NOC, National Petroleum Corporation of Namibia (Namcor), has a new acting managing director, Victoria Sibeya, the company announced in a statement on Friday.
Sibeya has been a part of Namcor since 2006. Prior to becoming the acting managing director, her position was executive for upstream exploration, a role she has held since 2019. Her new appointment begins on April 1, 2025.
Regarding the new appointment, Sibeya said, “It is an absolute honour to be entrusted with this responsibility. I look forward to leading Namcor during this pivotal period and, together with our dedicated team, navigating the challenges ahead.”
As the NOC of Namibia, Namcor’s mandate is to carry out oil and gas reconnaissance, exploration and production operations for the benefit of the country. This puts it front and centre of Namibia’s ongoing exploration boom in its Orange Basin, which covers 160,000 square kilometres and is considered one of the most promising areas for hydrocarbons exploration in the world.
The Energy Year had the pleasure of meeting Mr. Ebson Uanguta, then-managing director of Namcor, to discuss his tenure leading Namibia’s NOC.

Following over a year of dedicated leadership at Namcor, Uanguta is transitioning back to his previous role as deputy governor of the bank of Namibia, where he will continue to play a vital role in the development of the oil and gas sector.
The discussion reinforced the critical role of international collaboration and local capacity building in ensuring the sustainable development of Namibia’s energy sector. Uanguta said, “There is no way one can succeed in the oil and gas industry without collaboration.” His message to companies looking at Namibia is clear, “We invite everyone to work with us in Namibia’s oil and gas industry. Namcor is ready to collaborate and make this venture a success.”
Uanguta also shared key insights into Namcor’s latest operations, including the recent discoveries at PEL 39 (Shell and Qatar Energy) and PEL 83 (Galp Energia). He outlined the company’s strategy to monetise recent gas discoveries through a structured gas development plan and highlighted his vision for Namcor’s future as it continues to drive Namibia’s energy ambitions.
