The NMDPRA stated that this regulation is part of a long-term goal of limiting sulphur content to 50 ppm in the future. The regulator has yet to provide a definitive timeline for reaching this target. Enforcement of the regulation will be conducted at the port of origin through the import documentation process.
The new limit will not affect the Dangote refinery, as it will be able to produce Euro 5 oil products, and the refinery will likely receive a waiver to supply 600-ppm diesel for the domestic market.
The new regulation follows an international trend. The Netherlands, a major exporter of petrol to West Africa, has recently limited its exported road fuels to a maximum sulphur content of 50 ppm for low- and middle-income countries.
