Electricidade de Moçambique (EDM) is a state-owned energy company that engages in the generation, transmission, distribution and sale of electricity at a national level. 

In its generation function, EDM coordinates and manages the exploitation and maintenance of generation assets, manages the sustainable development of power production capacity and, together with other directorates, studies investments in new generation capacity.

In its transmission function, EDM operates and maintains the national transmission and distribution network, which consists of a subsystem covering the centre and north of the country, and another covering the south. The two subsystems connect via neighbouring countries. 

EDM’s transmission assets include:

  • Interconnection facilities for power production and import
  • Power transmission infrastructure for export, large customers and distribution networks connected to the national grid
  • The national dispatch centre
  • Telecommunications, telemetry and remote management infrastructure

Electricity distributed by EDM comes from its own gas and hydroelectric generation assets, the Cahora Bassa Hydropower Plant (HCB), independent power producers (IPPs) and imports. HCB is EDM’s preferred source due to its significantly lower cost relative to IPPs. 

EDM’s electricity is distributed primarily to the domestic market, where prices are either set by the government or, in the case of large customers, established through negotiated agreements. EDM commercialises electricity nationwide

Surplus electricity represents about a quarter of total electricity produced. It is exported to regional markets, traded on the Southern Africa Power Pool or sold to neighbouring countries through bilateral contracts.

Under the universal access framework established by the government in its National Electrification Strategy, EDM’s distribution activities have both a commercial and a social development scope.
