Brazil approves regulatory framework for offshore wind

BRASILIA, August 19, 2022 – Brazil’s senate has approved a bill to set up a regulatory framework for offshore energy projects, the government announced on Wednesday.

The bill provides the following two systems for interested parties: permanent offers and planned offers.

Permanent offers will be authorised by a yet undefined authority for transfer of a site based on an expression of interest. Contested areas will be handed out through a tendering process.

 

Planned offers include a signing bonus and royalties for the sale of outbound electricity.

Under the framework, investors will need to submit preliminary studies before receiving approval for offshore wind projects.

Areas that fall under oil and gas blocks will only be able to be developed by their current operators.

The bill requires approval of the lower house of the federal congress before being passed into law.
