The tender, issued by KAPP on March 27, 2024, calls for the financing, design, construction, operation, maintenance, and transfer of a power and water desalination plant with a capacity of 2.7 GW and about 546,000 cubic metres of desalinated water.

The facility will run on a combination of LNG and high-pressure natural gas with gas oil as backup fuel. Tender documents also call for the construction of a 400 kV transmission substation for the export of electrical power to the national grid.

The objective of the project is to provide for Kuwait’s growing electricity needs and improve the level of power generation and water production to reinforce the existing grid.
