Masdar inks first PPA in Angola for 150‑MW solar project
LUANDA, January 12, 2026 – Masdar has signed its first-ever power purchase agreement in Angola for the 150‑MW Quipungo Solar PV project, the company said on Friday.
The deal with Rede Nacional de Transporte de Electricidade was signed during the IRENA General Assembly at Abu Dhabi Sustainability Week, ongoing in Abu Dhabi from January 11-15.
The Quipungo Solar PV project is the first phase of Project Royal Sable, a 500‑MW solar programme across three sites in southern Angola.
The agreement will underpin long-term electricity offtake and support the build-out of power infrastructure in Huila Province. Project Royal Sable is expected to create more than 2,000 jobs and deliver clean energy to 300,000 homes.
The International Renewable Energy Agency (IRENA) supported the deal through its Energy Transition Accelerator Financing (ETAF) programme.
“The Quipungo Solar PV project will contribute to strengthening Angola’s power system and expanding access to clean, reliable electricity, improving thousands of lives and inspiring greater investor confidence in Africa’s energy transition,” IRENA director-general Francesco La Camera said.

“Africa is the world’s fastest-growing continent and that growth will depend on affordable, secure energy… The Quipungo PPA demonstrates how long-term partnerships and structured offtake arrangements can accelerate the deployment of utility scale renewables,” Masdar CEO Mohamed Jameel Al Ramahi said.
Masdar is the UAE’s flagship clean energy company. Through its Infinity Power joint venture, it operates 1.3‑GW of solar and onshore wind in South Africa, Egypt and Senegal, and holds a 13.8‑GW pipeline across Africa. The firm aims to reach 100‑GW of global capacity by 2030.
Rede Nacional de Transporte de Electricidade is Angola’s state-owned national electricity transmission company, responsible for managing and operating the country’s transmission grid. It plays a central role in the development and integration of new power generation projects into the national system, supporting Angola’s broader electrification and energy transition objectives.
