Pemex to tender Tula coking project in October

MEXICO CITY, July 4, 2017 – Pemex will select a partner in late October to build and operate its Tula refinery coking plant, international media reported Monday.

Government and Pemex sources told Reuters that the tender had been delayed from earlier this year due to “the complexity and the investment needed” for the project.

The 315,000-bpd Tula refinery regularly operates below capacity. By adding a coking unit, Pemex plans to boost the facility’s output and to produce higher-value refined products.

The NOC will choose from among 56 bidders to work on and operate the USD 2-billion unit. Companies that will participate in the tender include super-majors Chevron, Shell, Eni and Sinopec.

The companies are required to submit their proposals by the third week of August, and in September Pemex will create a shortlist of potential partners.
